Forum revamped

Hi Guys,

I have evaluated the forum and revamped it a bit.

1. I have isolated the bindings forum, wx.NET and wxPython are in a seperate "bindings" category. I think they can exist like this and the purpose is more clear. The questions should be strictly related to the binding as there is not much expertice here on the python area (so I assume)

2. The Misc Development and General Development are merged. They were too much alike and even the descriptions were alike. Now that it is on top and more "general" I am sure people can put everything in there.

If there are any comments to this setup, let me know..

I think the difference between "General development" and "c++ development" is quite subtle. It would be understandable if the "c++ development" was dedicated for speciffic C++-related issues, not related to wx. But that is not that is not what the description says...

A merge? (Motivation: C++ is the "official" wx language, so it is not necesary to separate it from "general" development.)

Well the idea of C++ development is issues related to C++ and wxWidgets. The general development section can cover licenses, ideas, general topics of wx. Maybe the name needs a change, but it is not related to C++ perce. As a rule of thumb;

- Compiling issues (linking probs etc) -> IDE related
- Development issues like what method, member, how to do it in C++ -> C++ Development
- Questions about classes in general, approaches, licenses -> General development

The merge was needed. There was a Misc development, and a General Development. I will update the descriptions to reflect the above a bit more so it is clear where people should post.
