License issue that can i statically link modefied wxWindow? Topic is solved

I was doubt that how the wxWindow license really is. Actually, i've been read the full license, but i can't find any proof or section which indicates my issue is allowed. My issue is in following, i want to create a new library that statically link the modified wxWindow library. And the new library will be only for commercial purposes which means the source code is unopened. Is that allowed and under wxWindow License? If it's allowed, which section of license descripe so, please point out.

By the way, if my issue is not allowed, can i dynamically link?

The wxWindows Licence is essentially the L-GPL (Library General Public Licence), with an exception stating that derived works in binary form may be distributed on the user's own terms.

Does this "derived works in binary form" means dynamic mode such as DLL? So, does this mean my issue is not allowed but only dynamic link mode?

2. The exception is that you may use, copy, link, modify and distribute under the user's own terms, binary object code versions of works based on the Library.

4. If you write modifications of your own for this library, it is your choice whether to permit this exception to apply to your modifications. If you do not wish that, you must delete the exception notice from such code and/or adjust the licensing conditions notice accordingly.
