Freeware/OSS for Icon design

I need to make some cute icons and I need free software to do so (If there is good, not so complex moneyware mention it in brackets ;)).

How do you make icons for your program. Eran had wonderful blue close button(X button) with previous versions of CodeLite back then.

Generally I just use some already-made open icon set :)

Thanks, but I was looking for simple up to coin my own Icon that are missing in these sets

I use IcoFx on Windows too, but generally I use Fireworks (even on Linux, =P) to create the icons, and then I use IcoFx to convert then (but I convert just the EXE icon, I prefer to use PNG).

A good set of icons I use is that:
