I'm trying to download the MinGW-TDM 5.10 windows binaries from the download page. Sometimes that binaries are not visible in the selection box. Why?
Download possible:
Win7 and Thunderbird from http://www.wxwidgets.org/downloads
Not possible:
Win7 and Thunderbird from https://www.wxwidgets.org/downloads
Win7 and Internet Explorer
Win10
Are there any restrictions? What is the recommended way?

I doubt anyone where knows anything about this. Try asking on the wx-users group where the core developers and maintainers see it:

I found the reason: The http protocol points to version 3.1.2, where the binaries are available. The https protocol points to the new version 3.1.3, where the binaries do not exist yet.

Based on developer conversations, I think it is very likely that TDM-GCC support has been dropped for good (the recent changes in expat present in 3.1.3 fail to build with TDM-GCC in 32-bit). The compiler is dead anyway, the last update is over 4 years old. It is still listed in 3.1.3 in docs/msw/binaries.md. this file was not updated before 3.1.3 release by mistake (fixed in master now).
I also always get to 3.1.3, regardless of http/https.
