--libs all should include media; and it does here (debian).as for some reason --libs all or --libs all,media will not include the media library.

I understood that when I built and installed it goes to /usr/lib No, by default to /usr/local/. where do I try setting LD_LIBRARY_PATH? I removed the webView refs from the install command and it was successful. Out of interest, why not try doing apt install for the other packages. If they install, it would confirm my suspicion. They're definitely there, and sudo apt install libwxgtk-webview3.2unofficial-dev worked for me (or it would have done if it wasn't already installed). OTOH trying to install a rubbish name, libwxgtksdfgsdf-webview3.2unofficial-dev, gave a different error message to yours: E: Unable to locate package...
