If you wish your code to work with wxWidgets 3.2 and above you need to take them seriously.
Note: wxWidgets 3.2 does not exist at this time.

When using MSys2, you can build via configure/make.
You can use wxMSW or wxGTK. Note: wxGTK is not yet stable.

What Cygwin GCC are you using? Include 32 or 64 bit information.

With that I can see if I can duplicate the problem.

I will guess the wxWidgets build failed; if it did the cause was likely the "--enable-monolithic" option.
It takes a lot of memory to create an monolithic build of wxWidgets and it can often fail because of memory or command line too long issues.

Did you try using wx-config as suggested?

Can you try using "wx-config --list" on the command and post the results. Do not enter the quotes in the command line.

You can try defining "_UNICODE" in addition to "UNICODE" to see if the other or both are needed.
I mean when compiling your application; not when building wxWidgets.
