I just web-updated to the 2.8.9 devpak, but find the following in lib\msw\build.cfg:

$STATICLIB wasn't ever defined originally, though the literal string was supplied so I doubt if that had anything to do with it. It appears to have to do with the '=' in the import library option. Not sure exactly what happened, but after -removing the 'wxDev-C++ Stable Release' entry in devcpp.cfg and redownloading the 6.10.2 package with WebUpdate... -backing up the '~wu3DA.tmp' file in the %temp% folder before allowing WebUpdate proceed... -letting WebUpdate fail again, with package manage...
